C9-T1.0 Faulty

Hi,

hope you can help. My Wife's C9 T1.0 straighteners have failed. There was a fizzing noise and slight burning smell, then dead. Opened them up and R1 is blackened and burnt on the underside of the control board. R2 is 50 ohms and looks fine.
The thermal fuse is intact. The heater on the control board side is 31 ohms, on the other side is 40 ohms when cold (both measured with one lead disconnected). Is the nominal 70 ohms heater a hot resistance? Or maybe there's something wrong with the heaters or my multimeter!

Do you think this is a C1 failure, so needs C1 and R1 & 2 replacing?
